Dr Mihnea Cuibus is a Researcher at The Migration Observatory. His work currently focuses on issues related to unauthorised migration, asylum, and border enforcement in the UK.
Since joining the Observatory in 2023, he has authored more than fifteen briefings and commentaries on a broad range of topics related to UK immigration, including small boat crossings, the asylum backlog, and returns of unauthorised migrants from the UK. He has also worked on student migration, discrimination, migrant welfare policy, and EU nationals living in the UK. Mihnea is one of the Observatory’s key spokespersons in the media, with repeated appearances in major outlets such as BBC News, The Washington Post, The Guardian, and Times Radio.
Mihnea obtained a DPhil in Politics at Nuffield College, University of Oxford, with a thesis examining the political effects of widespread emigration on democracies in Central and Eastern Europe. Some of his broader research interests include public attitudes and political behaviour among European citizens, the political economy of post-Communist countries, and the evolution of human capital in post-industrial societies. Before joining the Observatory, Mihnea worked as a Lecturer in Politics at Regent’s Park College, University of Oxford. He also had several research and teaching assistant positions at the same institution. Mihnea holds a BA in Philosophy, Politics and Economics, as well as an MPhil in European Politics and Society from the University of Oxford.
